Set of requirements for high-level general-purpose programming language should met created by [US DoD]? in The Department of Defense Common High Order Language program in 1978. Older versions of this list were called subsequently 'Strawman', 'Woodenman', 'Tinman' and 'Ironman'.

It was concluded that no existing language meets these criteria in sufficient extend, so a contest for creating language that would be closest to fulfiling them was called. This contest was won by Ada programming language, but it didn't became popular outside of [US DoD]?.
