Roy Harris Jenkins (1920-) joined the British Parliament in 1945, was Chancellor of the Exchequer and Home Secretary (1965-1967) in the 1960s, and first ever British citizen to be President of the European Commission (1975-1981). He later played a role in the formation of the SDP, unsuccessfully contesting the seat of Warrington in 1982. Since 1987 he has been a member of the House of Lords (as Lord of Hillhead). In 2001 he published a biography of Winston Churchill (Churchill: A Biography, ISBN 0374123543 (amazon.com, search)).
