The challenge for Mayor Dean is maintaining the momentum built during her tenure to open Berkeley to more outside investment, while not alienating the traditional power base of liberal and progressive voters. A shift to the center would probably benefit Dean's position, and could result in many changes to the economic structure of the city, such as modification of zoning restrictions on building heights, etc.
