Herb Powell is Homer's half-brother. Once the owner of a car company and incredibly rich, he loses his entire fortune and becomes a homeless person when he asks Homer to design his new model car for him.
Later, Herb briefly lives in the Simpson household, borrowing some of the family money to develop a device that can analyse baby speech and translate it into English. Herb thus regains his fortune.
