The silent ethnic cleansing is a term coined in the late 1990s to describe what happened to the Heimatvertriebene, the ethnic German population of Soviet-occupied territories during and following World War II. The coinage refers to the official sealing of wartime records by the governments involved, and more the Soviet Union's unofficial policy of concealing all acts of oppression conducted by the government.
