The "Rules of Evidence" are a system used to determine whether a piece of evidence (fact) is admissible in court, the extent to which it is admissible, and the method by which it must be admitted or presented to the court. By being admissible, the fact may be considered for all purposes, or a limited purpose, as distated by the rules of evidence.
