Frank Rizzo

Frank Lazarro Rizzo (1920-1991) was mayor of Philadelphia, PA from 1971 to 1979. For the arithmetically challenged, this would mean that Rizzo had retired nearly two years before Mumia Abu Jamal got in trouble with the law in December of 1981.
