In Washington, D.C., on November 5, 2000, the judge in the historic antitrust? trial of Microsoft, [Thomas Penfield Jackson]?, ruled that Microsoft's dominance of the personal computer operating systems market constituted a monopoly, and that it used its power against competitors in ways that stifled innovation and harmed customers.
In November 2, 2001 the DOJ (U.S. Department of Justice ) and Microsoft agreed to settle. The 18 states which have been pursuing the case together with the DOJ have not agreed with the settlement.
