Cretinism

Cretinism - is a congenital form of deficiency of thyroid hormones retarding mental and physical growth.

Cretin is a person affected by cretisnism.
This term might be regarded slightly pejorative but shouldn't be because it is just technical language.

Is this term still preferred? It doesn't sound very PC -- Simon J Kissane
