The Buzzard, buteo buteo.

The buzzard's wingspan typically is between 110 to 130 centimetres. They are the largest [bird of prey]? to be found in the west of England. They are now relatively uncommon and this rarity leads many to suppose that they are solitary creatures, but they are in fact inclined to flock. The Victorian writer on Dartmoor, William Crossing, noted that he had on occasions seen flocks of 15 or more at some places.
